The State of Maryland conducted a meeting on June 4, 2009 explaining the new law which will go into effect July 1, 2009 requiring OwnerÕs to hire a 3rd Party Inspector to witness or verify the periodic annual inspections. The new procedures are as follows:
Owner to receive letter from State of Maryland stating the annual inspection is due. Mail in Re-registration form to the State of Maryland.
Mail copy of letter to Delaware Elevator.
Owner to contact and hire 3rd Party Approved Level 1 QEI Inspector at Owners expense (we recommend obtaining a set price from Inspector to include re-inspections). See list of Inspectors attached. Owner should request credentials from QEI. Any units that have inspection dates prior to 7/1/09 will be conducted by the State of Maryland for this year.
Delaware Elevator will continue to perform annual pressure tests and maintenance as per our Elevator Maintenance Agreement. The 3rd Party Inspector will verify that Delaware Elevator has performed the annual pressure test and fill out the appropriate paperwork. The Inspector will write orders if necessary. Delaware Elevator and Owners will have 30 days to correct any deficiencies before the QEI Inspector must submit paperwork to the State to obtain a certificate.
If deficiencies are not corrected, you will receive a notice from the State advising that you have 10 days to correct the deficiencies listed. Within these 10 days, the 3rd Party Inspector will have to re-inspect and verify that all deficiencies have been addressed. If they have been addressed, the 3rd Party QEI Inspector will submit paperwork to the State and a certificate will be issued.
If orders are not addressed during this 10 day period, a State Inspector will be sent. You will then be assessed a minimum $250.00 fee. If orders have been completed before the StateÕs visit, you will then be issued a certificate. If orders are still pending, the building owner will receive citations of $5,000.00 per unit and/or $1,000 per day until corrected.
State will perform Quality Control Inspections to ensure that 3rd Party Inspections are being performed accurately. The State will now perform 5 year full load inspections with Delaware Elevator, Fire alarm company, and Generator company.
